Use the plus sign prefix before a country code - I believe both the LAN and WEB versions will then leave the supplied string alone.
+CCC #### #### where CCC is the 1 to 3 digit country code.
Also note - might need to instruct users that they should not enter the "011" as part of the phone number. In the US, dialing "011" is similar to dialing "1" to call in-country long distance - where as "011" is for calling outside-country long distance. The "011" and/or "1" are not part of the telephone number and are only signals to your telephone company about the nature of the number you are about to provide.
If someone is in another country - their long distance service request digits may be different, if they think that the 011 is part of the telephone number and try to dial it (after dialing their long distance service request digits)that phone number will not work. This problem is more pronounced when people want to use computer phone dialer features.

Or change the forms to standard textboxes.
In web client you have to reinsert a textbox and bound it to the field.
In LAN-Client you could just remove the formating I believe.
Then it always stays and displays in the way you entered the number.
